Operating Permits are required for mining activities above these thresholds. The Exclusion Certificate program was established by the Oregon Legislature in 2015, and is in statute as ORS 517.753.

At the meeting, DEQ was not prepared to answer any real questions. Oregon miners are getting screwed!!!!!

In-water, non-motorized mining equipment use requires the same compliance, but does not require registration to be covered by the permit. As mentioned, this doesn't apply to panning. The current general graywater permit is valid until May 1, 2027. If you wish to continue permit coverage beyond May 1, 2027 DEQ must receive a permit renewal application form by March 2, 2027. If DEQ receives a complete renewal application on time, the permit will remain current until DEQ issues a new permit.
